# 9.4 Phase IV — Institutional & Global Adoption

In the final stage, the protocol establishes the tooling and infrastructure necessary for large-scale organizational and global usage. Enterprises, NGOs, distributed teams, and global commerce platforms can adopt Xera as a confidential settlement layer. Compliance-friendly features such as scoped view keys and structured disclosures become standardized.

The objective of this phase is to position Xera as a neutral, privacy-preserving digital cash standard capable of supporting international payments, commercial flows, and long-term economic coordination.
